How getting government contracts can help my uncle help others

My uncle lives and works down in Laguna hills California. He has lived there for the past 12 years and he owns a landscaping business. He likes working in the morning and afternoon. Later in the day he volunteers down at the mission. One thing he wants to find out about is the contract procurement process he needs to follow to get government contracts. There are several government buildings in the surrounding areas that he would like to provide landscaping services for. He feels his business would grow best if he could get such contracts. If he could get more contracts he could offer employment to those he helps at the mission.
